Ability to update Safari preferences in prerun executable (macOS 10.14+)

Since macOS Mojave (10.14), in order to update safari preferences from the CLI users must boot their machine in safe mode and disable SIP before any scripts adjusting preferences can run successfully (see https://apple.stackexchange.com/questions/340353/where-is-macos-10-14-mojave-com-apple-safari-plist-responsivedesigncustompresetc).

 

This makes it difficult/impossible to update Safari preferences, such as accessibility or cookie settings, in a VM for a test.

 

It would be great to have an option to run macOS 10.14+ VMs with SIP disabled by default.
