Provide Android 8 and 9 Emulators with up-to-date Google Play Services

As also mentioned here in my comment:https://saucelabs.ideas.aha.io/ideas/EMUSIM-I-69It would be great if the play services in all the emulators could get another update to version 15. There was a major update in April this year from 12.x to 15.x....

Update WebView on Android Emulators regularly

WebView is used by hybrid applications. Please update WebView on emulators regularly so that applications can be tested with the latest version of WebView.
